تستخدمان كأدوات نكرة. are used as indefinite articles.

We put “a” before a noun starting with a constant sound
نضع a قبل الأسماء التي تبدأ بحرف ساكن.
We put “an” before a noun starting with a vowel sound
نضع an قبل الأسماء التي تبدأ بحرف متحرك

With numbers that mean every.
